The main idea of the article is just about how to make a building that can cultivate plants and provide food. They would need to be able to fertilize and irrigate the floors in order to provide the plants with the needed nutrients. With the plants living in the vertical farm we would need to domesticate them for the right seasons or time of the year. With the varied plants there is no need to import any crops out side of the United States.
I don't really think it is viable because it would take like energy to make and create the building in the first place. So making this would be beneficial in food but other than that it might be useless because we would be wasting water for the plants instead of what we may need on the outside. The determinant is just being able to create the idea of a vertical green house. The plants are sedentary because they wouldn't be able to move or be planted somewhere other then the city where the food is needed. The government should codify rules to sustain the plants in one area.
Overall I think that this can be a benefit to the city other then using the primitive way which is just growing plants on a field or importing and exporting the crops from other places.
